QoS Issue with Juniper Routers

I am having an issue with my Juniper routers with QoS and the schedulers not working as expected. I have a mix of some J-series and SRX-series routers. They all have QoS enabled with four queues. I have a mix of VoIP, RDP, and other traffic across my WAN links. I have the VoIP traffic being prioritized into the EF queue, the RDP traffic into the AF queue, the NC queue is for any network control traffic and the rest goes into the BE queue. I have a shaping-rate value in the config limiting all the queues to 10MB (except for one router) since that is the size of my WAN links - which are Metro-E connections. I see the traffic being properly identified and sent into the respective queues.
